Normally it is not possible to run a Windows desktop application on a tablet computer (with an exception of Surface 3 and Surface Pro from Microsoft). But by using a remote control software like TeamViewer you can run a full-fledged Windows desktop program on any tablet computer, including iPad and Samsung Galaxy Tab.
