The /BUILDFOLDER parameter

Setup packages are normally build (created) in a folder that is specified in the project file (.VIP file). The folder that is specified the Folder text box in the Create setup package dialog box is used as a build folder (see the picture below).

Create setup package

But if you want to have your setup package build in another folder you can specify it by using the /BUILDFOLDER command line parameter (e.g. "/BUILDFOLDER:C:\MyCreatedSetups\Setup1"). If this parameter is specified, the folder specified in the project file will be ignored.

If the folder does not exists on the drive, it will be created automatically. This is true whether you use the /BUILDFOLDER parameter or not.
